Clerk to the Police Authority

We shall be showing the incestuous nature of the Dorset Authorities
in other sections of this website. However in 1996 when Harvey had to
deal with Official Criminal Allegations of Neglect of Duty from a Senior
Solicitor in the County Council Legal Department, and the former Chief
Constable Aldous, and His Deputy, Mr May, this man Harvey was Chief
Executive of Dorset County Council, Clerk to the Police Authority,
Clerk to the Fire Authority, Clerk to the Dorset Lieutenancy, and on
various Health Authority Committees, some of which he still holds
positions of public office. He is also a Deputy Lord Lieutenant.

At this time Mr Coulter attempted to have a reasonable verbal
dialogue with Harvey, as to why the council solicitor, M Davis, who
had responsibility for advising the police, and providing legal services
to Dorset Police, and was married to the former Deputy Chief Constable
Sue Davis, had advised Dorset Police not to impound Mr Coulters
Stolen Jeep, after the thief was convicted of theft.

This led to a crooked car dealer, Stuart Burke, who had possession of the vehicle,
to report a supposed second theft of the Jeep, whilst bragging to Mr Coulter that he
would chop it up. This Burke, had a brother, Martin, (Believed to be A Free Mason)
who was a serving Dorset Police Officer at the time. When complaints were made
to the new Deputy Chief Constable (I WAS TAUGHT TO BE CAUTIOUS)
May, (Believed to be a Free Mason) he ignored it and facilitated the
second theft of the Jeep, so did Chief Constable Aldous, causing the final
disappearance and loss of the vehicle.

The county Council Legal Department were to a greater or lesser degree
responsible for the loss of the vehicle, and causing a car theft ,
(The Second One that could have been avoided)

Mr Coulter complained to Harvey that the Chief Constable and his Deputy
refused to engage in any dialogue, and in fact were provoking
Mr Coulter to take legal action against Dorset Police, using
Rate Payers money to fight such an action, which would have been
against Section 19 & 20 of the Local Authority Finance Act,
(Losses to the rate payer caused by Misconduct)

Harvey, like the Chief Constable and his Deputy,
came from a culture of Arrogance thinking they were Superior
on the Status Quo, and that by simply refusing to engage in
any reasonable discussion, or request Mr Coulter to provide
evidence of his allegations, refuse to continue dialogue.

In fact in the course of the telephone conversation
Harvey said to Mr Coulter,

...WHAT MAKES YOU THINK WE HAVEN'T DEALT
WITH PEOPLE LIKE YOU BEFORE?

To which
Mr Coulter replied,

... I KNOW YOU HAVEN'T DEALT WITH ANYBODY
OF MY CALIBER BEFORE, BECAUSE YOU WERE STUPID
ENOUGH TO SAY THAT TO ME, AND YOU ARE STILL IN POST.
Harvey Terminated the Phone Call.

Since launching these websites, and showing that we can
use other means of publication, the Dorset Authorities reluctantly
engage in limited dialogue. This has led Harvey to deny what
he said to Mr Coulter in 1996. Clearly one of them is
Not Telling The Truth!

Harvey is so arrogant, and thinks because he is a qualified lawyer he is above the law. He now sends a letter, which is evidence of the fact that Dorset Police Authority are refusing to have criminal allegations against Senior Police Officers investigated by an outside force. In fact they do not properly investigate any allegations of this nature, but brush them under the carpet and hope they will not emerge.
